That would contradict the principle of separation of powers, on which all modern democracies are based. It would allow a group of people to usurp power, without other groups being able to stop it. The system of checks and balances would be eliminated, eliminating democracy as well and ultimately leading to an authoritarian government.

I think executive branch even being able to issue executive orders already contradicts everything the Founding Fathers had in mind. "The government of the people, for the people, by the people" cannot exist with one power group being able to issue unstoppable orders.

An executive branch which creates and enforces the law as they see fit is an autocracy. Whether that be a dictatorship, oligarchy or imperial council .

There must be a separation of powers to limit autocratic tendencies of government.
