    28 Furthermore, just as they did not think it worthwhile to retain the knowledge of God, so God gave them over to a depraved mind, so that they do what ought not to be done. 29 They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips, 30 slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents; 31 they have no understanding, no fidelity, no love, no mercy. 32 Although they know God’s righteous decree that those who do such things deserve death, they not only continue to do these very things but also approve of those who practice them.

    Discussion

    The Apostle Paul, narrating through Tertius of Iconium (also Tertios) acting as an amanuensis for Paul, by the power and wisdom of the Holy Spirit, describes a society of people upon which God pours-out His wrath for disobedience, unbelief.  The context is initiated by describing those who lie to God, to their fellowman, to them self, "the atheist," by denying what they intuitively know to be Truth; that is, God's validity - our Creator's reality v. 18 through v. 25.

    In response to the foolishness of the atheist, God initiates a progressive "falling away" in both spiritual death manifesting in physiological - ethical/moral corruption. Because the atheist denies what they intuitively know to be Truth concerning our Creator, the Holy Spirit refers to the atheist as "fools" in v. 22 and it is atheistic pride and arrogance in their stupidity that manifest in foolishness as they worship "naturalism" (that which is created) (modern day evolution) in rejection of God's truth in the creation narrative v. 25.

    The depth of stupidity in foolishness relevant to the atheist is only the beginning of God's wrath on the unbeliever as God gives the atheist over to pursue the evil bound-up in their heart as an enemy of God and an ally of Satan. This is where we see the evil inherent in homosexuality-lesbianism v. 24-26-27.  It is participation in the unconscionable deception of homosexuality-lesbianism that is the tell-tale sign of not only "the fool" but the wicked in heart, thought, deed and it is rampant, unrestrained, sexual immorality in a society that is the tell-tale sign of God's wrath on said society.

    As the homosexual-lesbian continue in their rebellion to our righteous and just God, God gives them over to a "depraved/debased mind" as the psychological tragedy of "diminishing returns" inherent in sexual immorality leads to progressively increasing tragic and tangible wickedness as these demonically inspired deeds are articulated in v. 28 - v. 32.

    Yes, v. 26-27 of Romans 1 speak to the sin and unconscionable immorality of homosexuality-lesbianism and inherent within this Scripture is the sin of considering this abomination as a marriage covenant.
