Is the shooting of citizens by the national guard an act of governmental terrorism?

American citizens who were on their own property were shot at with paint ball guns by the national guard because the citizens were taking video of the national guard marching in the streets. Is this a legal action by the US government, or is it national socialistic like militant enforcement of a militaristic government policy?
