The ruling communist party definitely is. Evil lurks everywhere though. Well depending on what evil actually is. If it's just part of nature, then it's nature, not evil. Like when Antarctic penguins steal pebbles from another's nest to reinforce their own nest, is that evil? Could mean they sentenced the other penguins offspring to die. Evil or nature? In human terms though, given general standards of morality, yes, the ruling party in China is evil.

Even so, invading America would be a far worse mistake of a quagmire than say if Russia was silly enough to invade Ukraine. Oops oh yeah they are. Who's the that rules them?
