Will The Efforts To Improve Policing Lead To Real-World Change?

This topic is based on a New York Times analysis on April 20.

I'm not sure and would like to see other viewpoints.  By "improve", I mean changes like:  reducing needlessly violent police behavior, banning chokeholds, banning racial profiling, making body cameras mandatory, requiring officers to intervene when they think another officer is using excessive force, limiting no-knock warrants, and making it easier for citizens to sue police officers.
