Is a person's character what a person does or say?

The argument:
1. I see this very often. People seem to confuse what something does with what something is. A car is a vehicle, but a car is not the act of driving down the highway. A car is a tool, a transportation device, it moves people through space. Moving through space is not the same as BEING a vehicle that can move through space. The act is not the object.
2. When it comes to people, it's all too often the same. Some people think that If a person DOES something, the action IS the person. An action is not a person. For example, tap dancing is not a person. It's what some people DO. Some people might not want to extend human rights to certain humans, but most of us might agree that all humans have human rights, not just some people. It's a mistake to confuse what a person is with what a person does.
3. Therefore, a person's character is not what a person does. A person is a human being with inalienable human rights. But some people might not understand about universal, inalienable human rights. And of course, some people simply do not care and promote hatred towards people they don't happen to like. At bare minimum, these people are making a categorical error. The humanity of a person is not dependent on what a person does or says. It's dependent on DNA.
