Should the US government ban genetic modification of the human genome?

I will argue that allowing genetic modification of the human genome, whether it be a government endeavour, a private entity (designer babies), or medical entities, it is nothing short of allowing a eugenics program. I will argue there is no difference between so called "soft eugenics" (SE) and general eugenics, or "hard eugenics" (HE) in contrast to SE, but any contrast between the two are an illusion. I will argue that even medical endeavours to find "cures" for genetic disorders will yield the exact same results as a eugenics program no matter what the motivations may be, and would be detrimental to the safety of the human race. So even the argument that genetic modification could cure disease (which it can), it still does not clear the hurdle of the fact that it would yield the exact same results as a eugenics program, and again, no matter the motivations for eugenics, the end result would be nothing less than damaging to the human genome, and therefore the well being of the human species.
