Even if a rocket's intended target is missed, it can still cause significant damage and harm to people and structures in the surrounding area. In addition, there is always a risk of malfunctions or errors in the launch or flight of a rocket that can result in unintended impacts. Civilian populations in conflict zones, in particular, are at high risk of being impacted by imprecise rockets.

I didn't know this was a secret. Hamas clearly unabashedly does this.  I'm not saying everything Israel does is always right but Hamas definetly does this.

We at least have instances where we know  Israel has refused to bomb population centers.  Honestly it seems Israel's attacks are highlighted because we at least expect them to hold to a standard that we don't really expect from Hamas.  Additionally Israel is considered to have top of the line defensive technology so of course Israels attacks will be more effective and have higher casualties.  This doesn't mean Hamas isn't trying to cause extensive terrorism to the state of Israel.

The article goes on to say, Hamas reportedly used civilians as human shields to protect its military assets from Israeli counterstrikes.

What the article neglects to mention is that those reports came from the IDF and therefore are not credible.

The New York Post is not a credible source. It's a Murdoch-owned propaganda rag. The story you have linked literally begins:-

Three things are of paramount importance to exposing you as the sophist you are. Number one, all of the referenced claims are preceded by the word "allegedly", meaning this information came from the Israelis. Number two, I can find no mention of the two rocket attacks which the New York Post makes reference to. Number three, and most important of all, is the fact that the report makes clear the three UN schools which were allegedly used were empty. 

Neither storing nor even firing rockets from empty buildings is the same thing as using human shields, and since you're not even honest enough to do basic research before posting this crap I'm not wasting any more of my own time debunking it. Besides anything else, since these buildings were all empty nothing rules out the possibility that the IDF simply dumped the same weapons there they claimed to have found.

I'll leave you with another excerpt from the UN report:-

The commission examined several cases in which the people or groups of people targeted were civilians, at times children, who were not directly participating in the hostilities and did not represent any threat to the Israeli soldiers present in the area. The New York Post read that paragraph, as well as the multitude of others revealing the shocking depravity of the IDF, then ran with a headline which isn't even true.
