It is standard practice in Common Law that criminal cases are closed after a certain period of time, and there is no reason to keep the records, other than for historical purposes. I dislike ICE as much as the next person, but this is not a valid reason to criticize them.

The actual reason would be how outdated the entire bureaucratic system is. This is the 21st century; all the documents should be electronic, and electronic documents can be kept forever, as they never "stockpile" in any meaningful way, given how cheap disc space nowadays is and how easy it is to store the electronic data. It is much harder to do so when every case is represented in a stack of papers, and you need to keep millions of these stacks somewhere where they can be easily accessed.

People always go after the loud headlines, bypassing the actual tangible cases of inefficiency and abuse. It is these routine cases, rather than episodic headline-making violations, that make or break a system.

NARA is responsible for keeping records of historical events and the destroying of records are a norm when there is no real historical value to them.  As for now NARA is not destroying any ICE related records that have to do with prisoner abuse or death of prisoners while in custody.
