    All the states seem to be restricting the rules in this regard actively. In my budget road trips, I have to sleep on rest stops and truck stops, because all other free spots have essentially been outlawed with regards to sleep. And some of the states, such as Maryland, are starting to introduce rules forbidding parking on rest stops for over 8 hours, or even sometimes 4 hours - although, to be fair, I have never seen these rules enforced, and violated them regularly with no consequences.

    At the same time, some companies like Walmart make it a point to allow people to stay on their parking lots for the night. As always, where the government makes people's lives harder, private companies take the initiative to make them easier.

    Criminalizing poverty is never going to be the answer.  From what I read in the article it sounds like that they don't even have the facilities to house the homeless population they have.  Where are they expecting these people to go?  

    The laws they are making these days don't make since.  Then again they are being made by people who don't really care what the real answer is but instead how it affects their property values.

    Why are cities setting up refugee type camps?  Some where they can go and have shelter.  Somewhere agencies can setup and start addressing the issues and offer help to those who need it.  Somewhere Sociologist, psychologist, psychiatrist, drug counselors and anyone else can go who might be able to help. They could even possibly do more accurate studies that might actually result in better ways of helping the down and out.

    Exactly. If they don't have the basic needs then isn't it the government's job to help them as much as they can? If they have a place to rest, it would eliminate so many problems of theirs. A government cannot be that cruel towards the poor.
