Technology only gets in the way of learning if you don't know how to use it. The internet as information technology has provided an invaluable source of learning for anyone who desires to find and share what they know with the world, but most people just use it for porn and cat videos.

The only thing getting in the way of anyone's learning is their own selfish desires to not learn hings, and technology has nothing to do with that.

At some point in the distant past, the universe went through a phase of cosmic inflation,
Stars formed, planets coalesced, and on at least one of them life took root.
Through a long process of evolution this life
    developed into the human race.
Humans conquered fire, built complex societies and advanced technology .

All of that so we can argue about nothing.

Some technology actually helps with education. Modern classrooms can utilize sites like kahoot and quizlet to help students study and learn material. There are even online colleges and universities to help people get a secondary education.

Google is by far the most effective way of learning information in the 21st century aswell

Technology has great potential to enhance people's education. With the internet people can have access to free high quality online courses, which is extremely cost effective. In addition, if colleges and schools use VR, then students will be able to visualize what they are learning at schools/universities, which makes learning much more interesting and easy. Moreover, students in classroom can use the internet to do some research more quickly than they did with traditional way of learning(books). This will not only save time but also make students more independent. Finally, technology enables students to collaborate online instead of getting together physically. These are just a few examples of the ways in  which technology can improve education.

Technology is a means, and a means to what it is depends on how it is used. Misuse of technology can obviously get in the way of learning: for example, if you are reading a book on the computer screen, but alt-tab to Youtube every 5 minutes, then you will not be able to learn much.

I find that the best way to use technology for learning is to separate learning time from fun time. You cannot mix the two and hope to accomplish anything. Spend 30 minutes studying and doing nothing else, then spend 30 minutes on Youtube. It will be much more effective, than switching between the two all the time, unable to concentrate on either.

I even do "quiet hours" sometimes, when I turn off all electronics and just read a book, or work on some paper math problems, for an hour. No distractions. If a phone rings, I return a call once the hour ends - but I am not distracted by anything. You would be surprised by the quality of learning you get when you can fully concentrate on something for an extended period of time with zero distractions.
