I would say it should be reformed, with all the outdated paper bureaucracy and unnecessary job positions replaced with electronic databases and automated algorithm, which would accelerate the processing of cases by orders of magnitude. A lot of its duties could also be transferred to the local law enforcement. Finally, the detention centers should have their conditions improved - but that goes for all similar entities, including jails and prisons.
