The moral law has been "in our heart" from the The Beginning and is relevant to the creation of the Angels as well, long before the Sinai Commandments and the 613-Levitical Laws were given to the Hebrew Tribes (Romans 2:15) and this was necessary for two-reasons:

1) The moral law infused within us by our Creator is a bulwark against unrestrained narcissism-hedonism that would culminate in extinction of the human species.

2) The moral law written upon our heart with the conscience acting as a constraining element has manifest so that Judgment in Eternity can proceed with due process and equity, everyone standing in the Judgment of the Condemned will be "without excuse" (Revelation 20:11-15; Romans 1:18-32).

The Law written upon our heart is the Law of the Spirit for those who trust in Jesus Christ as God and Mediator for sin in the New Covenant of Grace that has superseded the Old Covenant of Law (Jeremiah 31:31-34; Matthew 26:28). No longer are we bound to the letter of death in the Law that only defined sin void atonement (Romans 3:20) but the Christian walks by the Spirit in sanctification and it is the Spirit of God that reveals and teaches the will of God and guides the faithful in the ways of righteousness by grace through faith in Messiah Jesus as our God and Mediator for sin (Galatians 5:16).
